India Closer to Implementing Nuclear Pact With U.S. - WSJ.com: "MUMBAI—The U.S. and India have completed an agreement allowing India the right to reprocess nuclear fuel it imports from the U.S., removing one key hurdle to the implementation of a landmark nuclear-energy deal the countries signed in 2008.

The latest pact makes India just one of three international parties Washington has allowed to reprocess its nuclear fuel. Japan and a consortium of European countries are the others.
